Milled carbon fibre is a black filler powder made from finely ground carbon fibres. It can be added to casting resins, tooling resins, thermoplastics, paints, adhesives and coatings to improve tensile strength, dimensional stability and electrical conductivity.

Milled carbon fibre is a very short strand-length (100µm) fibrous powder manufactured from recycled carbon fibre. Use of milled carbon fibre in a range of applications can significantly improve mechanical properties (tensile strength and modulus), dimensional stability and electrical/electrostatic conductivity.

Milled carbon fibres can be added to thermoplastics, such as Nylon, for injection moulding applications as well as thermoset resins such as epoxy, polyurethane and polyester resin for cold casting or vacuum casting.
For example, adding around 10% by weight milled carbon fibres to a traditional FastCast Polyurethane Casting Resin will transform an often too-brittle plastic into a far stronger material with increased tensile strength (snap/breaking strength) and durability. Adding the milled fibres to epoxy casting resin can improve an already high performance cast plastic into an incredibly strong composite with mechanical properties to rival the toughest thermoplastics for strength and durability.

Improved Dimensional Stability
Due to carbon fibre's incredibly low coefficient of thermal expansion (CTE), adding milled carbon fibres to a range of casting, laminating and coating resins and paints will significantly increase the thermo-dimensional stability of the cured product.
The very high tensile strength and isotropic orientation of milled carbon fibres also reduces shrinkage and distortion in cast or laminated composite materials.
Electrically Conductivity / Antistatic Properties
Because carbon fibre is eclectically conductive, milled carbon fibres can be mixed into paints, resins and other materials to make them electrically conductive or anti-static. Polymers containing milled carbon fibre can be engineered for resistivity from anti-static, through static dissipative to conductive, depending on the fibre content.
Safety
This product is made up of particles that are incredibly small and will become airborne when the material is scooped, moved or mixed. Always wear protective gloves and a dust mask when handling this product in its raw state.

Although normally when laminating, you are using a fabric in combination with the resin to make a strong composite, there is no reason why you could not add some Milled Carbon Fibre to the resin to alter its behaviour or properties somewhat. The effectiveness would be dependent on what you were trying to achieve but a little experimentation could produce some interesting results.
Due to the incontinuous connection of the carbon particles, adding them to a matrix does almost nothing to increase the conductivity. The insulating nature of the matrix prevents the current from flowing in a continuous path in the same way that it would for a long fibre.
There is currently no data available for the electrical conductivity of the milled carbon fibre.
Adding Glass bubbles to a resin will certainly help bulk it out by reducing its density and hence can be used to help reduce weight.
Milled carbon fibre is a good product to add to a resin to make a far stronger material with increased tensile strength (snap/breaking strength) and durability.
Adding glass bubbles will reduce the strength of the underlying resin matrix, but conversely the Milled carbon fibre will improve it. Exactly how much of an effect each component makes would need to be measured by experimentation to find out the best balance to suit your needs.
Generally a good dispersion can be achieved by hand mixing. Mixing by machine may be possible and likely to produce more consistent results, however care will need to be taken with the mixing speed and method to ensure excessive aeration of the resin does not occur.
